Present were committee members Jamie Toale, Ron Albert, Dave MacDonald, Mike Mackin and Dave Matthews. Members Damon McQuaid, Deb Seeley, Mark Erickson and Rebecca Lantry were absent. Also present was advisor, John Londa. Announcements - None Public Comment - None Current Business: Chair, Jamie Toale introduced agenda item and stated that the Planning Board was also meeting this evening and therefore Damon McQuaid was absent. One of their agenda items was continuing to workshop the Village District Zoning. As a result of televised and newspaper discussion of potential future building plans, the Committee felt the need to re-confirm what it believes its charter is. It was agreed that the committee saw the following as our charge: To do the appropriate staff work to assess current and future maintenance and capital costs for Town owned buildings. • To evaluate the market potential of buildings deemed "surplus". To recommend a course of action and assist in the planning and execution of renovation, demolition or sale of any space, as directed by the Town. The discussion of the various properties resulted in the agreement as to the following status: T.C. Passios & Brooks House - No action - School Committee to decide the boundaries and timing of any excess property. Ritter Building & Old Primary School - No Action - Awaiting any changes to Village Zoning Bylaw that would affect potential use and market. Town Hall - Reviewing renovation plans and costs for current capital needs and potential future use. ===PAGE 2=== Mr. Toale stated that the FLACC collaborative still had an interest in the Passios property. Mr. Matthews suggested that FLACC begin to get financing together but it was agreed that any discussions beyond that of mutual interest in continuing to talk would wait until the School Committee formalized their property transfer plans. Mr. Toale also stated that he had initiated a conversation with Verizon to determine any future plans for their property on School Street, but it was unlikely that Verizon would be making any changes to their switching station located between the Ritter and the Old Primary School. Mr. Toale discussed the plan to tour the Old Primary School and other Town Halls around the state, and suggested that he would arrange to do these tours via video using the Town's Public Access resources to assist. This plan of action was supported, and committee members agreed to watch the videos as a group or individually and then discuss at a future meeting. Mr. Toale stated that he and Mr. Erickson would begin work on the cost/revenue assumption model shortly and share the work with the committee as it was developed. Mr. MacDonald stated that the cost/revenue assessments were the most important part of the committees work and would be crucial in making recommendations on building re-use to the Town. Old Business: - Discussion included in topics above. Meeting Schedule: Due to a conflict with BOS and the Planning Board meeting on October 20, Mr. Albert moved that the 10/20 meeting be cancelled. Mr. MacDonald seconded and the decision passed 5-0 Next meeting - November 3, 2014 @ 6:30 in Town Hall November 17, 2014 Comment: - None The meeting adjourned at 7:15 Respectfully submitted, Jamie Toale Chair, Building ReUse Committee ======================================================================================== DOCUMENT : 2013-10-21-agenda-1455.txt BOARD : building-reuse-committee DATE : 2013-10-21 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/building-reuse-committee/2013-10-21-agenda-1455.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_10212013-1455 ======================================================================================== ===PAGE 1=== Town of Lunenburg Building Re-Use Committee Jamie Toale, Chair Tel: (978) 582-4144 Pat Slattery, Vice-Chair 17 Main Street P O Box 135 Damon McQuaid, Clerk Lunenburg, MA 01462 Deb Seeley, Member Office Hours: 8:00 A.M.- Dave MacDonald, Member 4: 00 P.M. Bilotta-Simeone, Nathan J. Lockwood, Kenneth Chenis, Call to Order: Meeting called to order June 18, 2014 @ 6:30 PM Current Business: Re-Use Committee Chair J. Toale noted the Committee's recommendations: Eagle House- Suitable for current needs. No further action required. Brooks House- Currently underutilized. Requires extensive retrofitting to be used for municipal building. Historical consideration needs to be reviewed. Ritter Building- Houses land use departments which can be relocated into another municipal building. Passios- Significant cost to maintain and repair. Town Hall- Retrofit and repair for main municipal building. Size appropriate. Not huge market Currently developing go-to-market plan and creating RFP template. Resident David Rodgers opined Passios might have issues of transferring ownership to Town. What about zoning, frontage, parking? Is the Town going to allow a developer to take over and use for commercial venture and if it doesn't go well will the Town be stuck with it? Possible best use is to tear down and use for parking. Long term view for Town Center is for zoning which will open it up for commercial, retail, mixed use, etc. N. Lockwood opined getting two overlay districts in place; one for Passios and one for eeas to be determined by surveving. willing to pay for survey work as part of their proposal. There was discussion as to the Village District Bylaw being too specific; should be more general. Too much regulation will be too restrictive. As the Village District Bylaw is revised, it will be forwarded to the Re-Use Committee. The Planning Board is planning to hold a public charrette in August and would appreciate involvement and co-hosting by the Re-Use Committee. D. Member Damon McQuaid was excused. Also present were advisors, Jay Lord and John Londa. Chairman Toale introduced and welcomed new members, Mark Erickson representing the Finance Committee and Rebecca Lantry representing the Historical Commission. Public Comment: - None Current Business: Chairman Toale gave an update on Planning Board and Historical Commission activities that have taken place over the summer since the last meeting of the Building Re-Use Committee. Ms. Lantry gave an overview of the Charette that was held jointly by the Planning Board and Historical Commission. The next step in the process will be the final Village Zoning By-Law to be presented by the Planning Board at the Fall Town Meeting. Additional public input is welcomed and all committee's Mike Mackin gave an update on the School Committee's work regarding the site plan, property lines and dispostion of the TC Passios (TCP) building. The School Committee had asked the MSBA about land retention, setbacks and other issues that could impact the new school building project if the TCP property were to be released to the Town. In the opinion of the MSBA, there would be no impact on future development (see attached email from Ms. Calmes to the MSBA). Mr. Mackin also distributed a diagram of the school property showing a 40' setback which may be impacted by the final Village Zoning By-Law (see attached). The diagram also showed 30 parking spaces adjacent to the TCP that would require MSBA approval if released as part of the TCP property to the Town. The Committee discussed the impact of these changes on the marketability of the TCP along with changes needed to Memorial Drive. Mr. Mackin stated the the School Committee is awaiting the final Village Zoning By-Law before moving ahead with any further discussion of the TCP property. Mr. MacDonald suggested that since the TCP property is still under consideration by the School Committee, that the Building Re-Use Committee focus its attention to the other buildings under its charge. The TCP will remain on Building Re-Use agendas for future discussion. Chairman Toale will be scheduling a tour for the Building Re-Use Committee of the Ashland Town Hall and Mr. Toale will do a walk-through of the Primary School on behalf of the Committee. Chairman Toale asked for a Task Team to begin the process of developing preliminary cost/revenue assumptions. Mr Erickson and Mr. Toale volunteered. Mr. Albert noted that he and Mr. McQuaid had begun preliminary discussions on the building design of the Town Hall renovation and would bring more information to the Committee's next meeting. Dr. Berthiaume asked if a potential developer could determine a boundary line based on their needs. Ron Albert explained that typically, for an effective RFP process, and clear boundary and set of parameters is ideal. It was explained that in order to make changes to the parking plan, approval would be needed from the MSBA The option was also presented that the Passios building could be demolished using left over fund from the school project contingency if there are adequate funds remaining. Dr. Berthiaume asked how we (the town) could be sure that a commercial project would be successful when other businesses in the town center have struggled. His concern being that we would end up with another vacant building in the town center. The Committee response was that adding competition and diversity to the business community would be beneficial to both new and existing businesses. Dave MacDonald suggested that the School Committee make the decision if they want / need the Passios property. Mike Mackin responded that it has always been the plan that the school committee would turn over the parcel to the town. The school Building Committee will check with MSBA about the limit of work line for the school project and how that relates to this discussion. It was decided that this conversation will be continued after the results of the town meeting are known. Attendance: Rebecca Lantry,_ Jaime Tole, Mike Mackin LON Ron Albert, RAA late: Damon McQuaid 2. Meeting opened: 6:36 pm 3. Call for public Comment: None 4. New Business: Three requests to the Building reuse have been made: 1. Lunenburg Brownie Troop 1194, in pursuit of their quest key which is to connect to the proper people to have a discussion on a future proposal have made a request to have a discussion about turning the T.C. Passios School site into a public/ community garden. With the hope that school children and adults can learn about gardening. A letter will be crafted in response to their request and will be a consideration for future use. This will also be forwarded to the Lunenburg Agricultural Commission. 2. FLACC - they sent request to Building Reuse that they are still interested in the use/purchase of the T.C. Passios School. They want to know how long they can expect to rent in the near future: 1 years, 2 years. Discussion: How is the proper disposal of this property going to happen? Will the school committee need to vote to release this property to the Town. Does the Town, need to declare it surplus? Then, what is process for the Town to collect bids on the property. What is FLACC need for the property? Are they trying to consolidate all their operations on one site, as rumored? It was felt they need to put together a RFP. 3. Rep. Benson office would like to coordinate an introduction between us and Twin City Development Corp. There interest is in the old Primary school. Discussion was had as to what Twin City Development Corp? Research on the internet, stated they were a non- profit organization which facilitates this regions development. B.F.Brown school conversion project was cited as one of their projects. 4. Minutes for meeting 4/6 and 4/18 were approved 5. Deb Seeley has resigned from this board. Thank you letter is to be sent for her service. Motion; discussion, approval: all approved. 6. Old Business: a. School Committee Representative Mike: brought a new map of the T.C. Passios property line as voted on by the school committee at their last meeting (handout of map). Initial discussion: was some dismay at the loss of 40 parking spot. Questions were asked: Can we market this as is or do we need to request another readjustment. Final discussion: We asked for line and now we have it. If a buyer stated he would pay more for more acreage. We could go back to the school committee, with this. If, it is not marketable? We could go back. ===PAGE 2=== b. Brooks Property: Lot line bisects the Town drainage system for the Library parking lot. It was felt that an easement for the Town to maintain the drainage system for the Library lot would have to be included in Brooks's house sale proposal. c. Memorial Drive: Needs to be extended as new public way. What mechanism will be needed to do this? d. T.C. Passios School is scheduled to will remain in its present function until August of 2016. Kerry Spiedel: gave a presentation on request for qualification. There has been a change in State Law since 2012, MGL 7 C. All contracts have to be in contract terms. All people have to know what they are bidding on in plain terms. A standard contract form will come from Town Counsel, the contract will have a fixed price, the law states specific advertising requirements, 2 weeks of local advertisement and the central register. The bidder have one month to reply after the document is out. Cad drawings have been done to help visualization of projects for bidders for the old Primary School, Town Hall and the T.C. Passios School. CAD drawings of the Brooks's house and Ritter Building, are soon to follow. Target Date for proposals will be to have them in by the end of the year. School Committee will need to know plan for T.C. Passios School by December, so that the opportunity to use contingency money for the demolition of the T.C. Passios can be used or forfeited. 7. No announcements from the Chair No Public comments by the Committee No Public comments by the public No minutes were presented from earlier meeting(s) Chairman, Jamie Toale reported that PAC currently uses classroom space at the Passios and that a Sketch Drawing of their space was forwarded to Charlie hay. Jamie made further comment that their (PAC) future space needs were projected to be 3,000-4,000 s.f.. Charlie Hay reported that he plugged in the existing 930 s.f. Jamie asked Mr. Charlie Hay begin his update. Mr. Charles Hay, a principal in the firm, made a presentation to the Committee which summarized his firm's work to date on the Architectural Feasibility Study. CH architectural program for town space is in the 20,000 s.f. area, adding in the PAC needs. CH advised that his office along with their consultants did a walk through of subject buildings, noting that Ritter and Passios are in best conditions, with Primary School ===PAGE 2=== Town of Lunenburg Building Re-Use Committee Minutes: October 28, 2015 Page 2 of 3 needing structural attention along with complete MEP replacement/updating of systems. Town Hall has moderate structural concerns as well....MEP not so bad, but needing significant work. Tappe Associates created graphic blocks of program and overlay to existing floor plans of subject sites and reported: • Town Hall shortfall, using two floors • Ritter shortfall, but could add on • Primary School shortfall by 7,000 s.f., but could add up to 18,000 s.f. of space along with room for adequate parking, but needs most work • Passios is 57,000 s.f. is larger than needed, but could be downsized Ritter: Could get an addition with yielding of a site total of 13,000 s.f. max., which could be augmented with use of Town Hall. Parking would be a concern with a tight site and difficult handicapped access, as building is on multiple levels, has limited Meeting/Hearing Room space....also a concern for Village District setbacks Primary School: Could provide adequate parking and achieve compliance with architectural program needs if building was fully restored, requiring a significant amount of work and cost. Some discussion about a one or two story building additions and cost differentials for structural, finishes, etc., Gym could be used Meeting/Hearing Room Passios: Portion of building could be removed, leaving approx. 35,000 s.f (more than present architectural Program needs. Portion of removed building could be new green space while still providing for new and adequate parking if used as Town Hall Facilities... parking could also be shared off-hours with Library of new School. Plan would keep existing Cafeteria for use as medium sized Meeting Room Town Offices space of 20,000 s.f also includes space for School Administration. Access to PAC space, if included in reuse planning, could be separated from rest of Town Offices and could work well if needed to be separated from Town Hall Offices. ===PAGE 3=== Town of Lunenburg Building Re-Use Committee Minutes: October 28, 2015 Page 3 of 3 Following was noted by CH: • Small Conf. Room - 15 People • Medium Conf. Room - 30 People • Hearing Room - 100 People Others issues at Passios include abatement, interior modifications, electrical system, roof system and access to individual Town Offices from common Corridor. Building could possibly be used as emergency shelter and it gets a 'thumbs-up' from a Community Asset Point of View. Next Building Reuse Committee meeting was confirmed for 11-24-15. In meantime, CH will continue refining planning process as well as make relative cost comparisons, concentrating on cost analysis of preterred option. CH Will also prepare a 'Matrix' to show relationship between CRITERIA COST/PROGRAM. It was agreed amongst members of the Committee that good publicity regarding release of CH work was important. Reuse Committee Members to address FAQ's. There was some discussion around possibility of bringing on new member(s) to Reuse Committee, particularly someone with Marketing experience. Another possibility was to restructure the Committee from the present 9 to 7 member group to better accommodate future meeting quorums. Option "4" a renovation and partial demolition of the Passios building was the highest rated option according to the matrix. Ron Albert suggested the idea of showing option an "4A" that would leave the entire Passios building intact for future use or use by the FLAC collaborative. Charlie Hay of Tappe Associates presented the draft proposal and estimated costs. The conceptual cost models show the option of renovating the Passios building to be the nost cost effective option at 4.7 million dollars. Charlie shared that he has visited several other school building to town hall reuse projects in Massachusetts and he feels that the school building type in general serves as a good platform for a town hall use. The committee asked that Tappe clarify in their graphic that the 2.7million dollar town hall renovation line item does not accomplish the space needs of the program set forth. Ron Albert made some suggestions on the graphics of the draft package to help images read better Dave MacDonald asked that the committee review the RFQ to verify that all of the services requested had been met. Discuss and begin to develop presentation to BOS The target date for a presentation to BOS would be Jan 19th M. Mackin to outline a public outreach program M. Erickson to compile a list of Q & A's The consensus was that a building project would take about one year from approval of funds to ground breaking. Discuss the use of the Passios Building by FLAC The recommendation of Tappe Associates was that the cost vs. return of operating and maintaining additional square footage is not favorable. The consensus of the board was that our charter was to reduce capital expenditures on building maintenance and that tinding a space for FLAC was not part of our program.
