AUGUST 18, 2016 Attendees: Tim Murphy, Moderator; Jamie Toale, Se lectman; Mark Erickson, Finance Committee; Matt Allison, Planning Board The meeting convened at the library at 6:00 p.m. Murphy advised the committee that we are bound by the rules of the open meeting law and an advisory from Town Counsel was circulated. The committee then discussed thoughts on criteria. Tops on everyone’s “list” was town management experience and financial acumen, preferably in Massachusetts. In addition, presentation skills, grant writing, labor relations, economic development, human resources. Toale expressed the view that a candidate with a broad experience in each category may be just as strong as an individual with strong experience in a town manager role or with finances. Erickson addressed the two approaches e.g. a hierarch criteria and a generalist approach. The committee then reviewed resumes sent via e-mail. A group was set aside as “possible”, after reviewing the next batch. Next meeting is set for September 1, 2016 at Town Hall, when Kerry Lafleur will address the group at 6:00 p.m. and key town employees will speak at 7:00 p.m. Both Kerry and the employees will share their thoughts on the qualities they see in our next town manager. The following dates were set for meetings thereafter, all meetings to be at Town Hall. September 15 th , the committee will address how the group will conduct the interviews. Interviews will be bunched together to keep all candidates freshly in perspective. Interviews will begin according to the following schedule: September 28 th at 7:00 p.m., 8:00 p.m., 9:00 p.m. September 29 th at 6:00 p.m., 7:00 p.m., 8:00 p.m., 9:00 p.m. October 3 rd , 6:00 p.m. to consider recommending candidates to the Board of Selectman. Ms. Lafleur suggested the committee look for a generalist rather than anyone with too strong an emphasis in one area. She particularly stated that with Karen Brochu’s position as Finance Director and her considered expertise, the Town should not over emphasize financial experience. Ms. Lafleur also felt strongly the new town manager needs governmental experience, preferably 5 years. She also outlined the difference between a Town Administrator and a Town Manager. Essentially she told the committee that a Town Manager acts with more autonomy and we should question candidates accordingly. A background in the private sector does not translate easily. She also stressed presentation skills and the need for someone with economic development skills, especially with the Summer Street development. Soft skills like flexibility, collaboration, and problem solving were addressed. Ms. Lafleur suggested we ask candidates to examine a defined problem, provide a short memo at the interview, along with an oral presentation on the subject. She suggested that the needs for the town going forward include expanding police and fire, as well as economic development to expand the tax base. The successful candidate should be certified as a chief procurement officer, or be willing to become certified quickly (process takes months). At 7:00 p.m., following Ms. Lafleur’s remarks, the committee heard from department heads in attendance. All praised Ms. Lafleur’s management style, her conflict resolution skills, and that she let them manage without unnecessary interference. A typed list of personality traits was shared. The committee then voted and convened in closed executive session to review resumes. At the conclusion of the closed executive session, the committee voted to schedule interviews on September 27 and 29 and to meet again on October 3 rd to select at least 3 candidates to send to the Selectboard. Each committee member will bring 5 questions to our next meeting on September 15 th , along with ideas on a problem for candidates to address in writing and orally at the interview. We will formulate our questioning from that list. The meeting concluded at 8:00 p.m. ======================================================================================== DOCUMENT : 2016-09-15-agenda-5816.txt BOARD : town-manager-screening-committee DATE : 2016-09-15 KIND : agenda OUR COPY : https://lunenburgbudgetproject.org/docs/minutes/text/town-manager-screening-committee/2016-09-15-agenda-5816.txt TOWN PDF : https://www.lunenburgma.gov/AgendaCenter/ViewFile/Agenda/_09152016-5816 ======================================================================================== ===PAGE 1=== Town of Lunenburg Town Manager Screening Committee Timothy Murphy, Chair Jamie Toale, Selectmen Mark Erickson, Finance Committee Matthew Allison, Planning Board Heather Sroka, School Committee NOTICE OF MEETING Thursday, September 15, 2016 – 6:00 PM Bilotta Meeting Room, Town Hall, 17 Main Street Lunenburg, MA 01462 AGENDA 1. Murphy submitted the red line comments from town counsel, updating the guidelines packet from Koppleman and Paige used at the last search. The law hasn't changed, and collectively the group acknowledged each his comments Alonzo reported that former TM Kerrie suggested we advertise in MMA and could consider ICMA and GovHR. Murphy reported that current TM Heather also suggested MMA and ICMA and we could consider Indeed. A motion was made that MMA, ICMA, and GovHr is where we should be advertising. Murphy also circulated the Ad suggested by Asst. TM Julie. It was essentially what was used 8yrs ago. The group collectively felt it needed more specifics for the skills we are seeking. Menard shared a draft he had prepared with a more professional appeal. It was agreed we would review that at our next meeting, and that we were not ready to place an Ad tomorrow. It was understood we would miss the summer edition of the Beacon, but can place a job posting on the site at any time we are ready. We discussed a video from MMA re: screening/recruitment of TMs. The presenters at that seminar strongly encouraged hiring a recruitment firm. This was a presentation to selectboards, so they also suggested having a screening committee if not hiring a recruitment firm. Murphy indicated that Bennett and Yager were hired in the 2007 search, but only MMA advertising in 2016. After significant discussion it was agreed Beardmore and Alonzo would seek out recruitment firms and report back at the next meeting about the benefits of hiring a firm. Alonza reported that the selectboard has hired an interim town manager Murphy reported that the selectboard authorized up to 15k to potentially hire a recruitment firm. Murphy reported that Ms. Lemieux has stated the process of securing a recruitment firm would need to go through the procurement process. He reported that he spoke to Asst, Town manager Beliveau (procurement officer). She was unable to send out the bids before her vacation, but will do so upon her return on August 5th. Brenner reported that he spoke to former Land Use director Burney who had positive feedback about the recruiting firm Community Paradigm. The committee heard from one citizen during public comment. She questioned spending up to 15k on a recruitment firm. The committee then interviewed Ms. Lemieux, after thanking her for attending an evening meeting the evening before her last day of employment. Ms. Lemieux suggested we seek someone with a strong financial background, especially with some large future expenses. eg. building projects, to passios bldg. She opines we are in sound financial position even though our financial director is still new She suggests the town needs someone who can build consensus. She suggested that the next Town Manger will need to deal with a divided board. She further stated there are two related areas of concern going forward: retaining staff and competitive wages. In response to a question from Brenner she agreed that we are no longer a small town. That we are losing our "rural" status and that the next Town Manager will need to be a long term thinker. After Lemieux the Committee met with Community Paradigm Assoc, to learn what a recruitment firm could offer. Murphy stated that our last two successful hires came from Ads in MMA, and as our citizen had stated earlier, why engage a firm? Bernie Lynch and John Petrin outlined their significant experience. Since 2016 they have done 110 municipal management searches. They spoke of their network of town manager/administrators, as ===PAGE 2=== They offer to create the profile, place the Ads, recruit candidates, do background checks, and everything necessary right up to the selectboard making a decision and negotiating a contract. In my 32+ year professional carcer the best managers I have worked under had the ability to know what is happening in cach department and not just what projects or tasks are being completed at the timo, but also be aware of how staff were performing. The best managers know the major details of projects and tasks, such as deadlines, anticipated completion dates, scope of work, the role of all personnel, consultants, contractors, impact of the project on citizens, budgets, potential cost over runs, etc. They know what the role of each staff member is and if they are doing their job well. The best managers know who the unhappy people are. They work to put staff in position to succeed by listening to their concerns and finding ways to address them. The best managers regularly solicit input from staff and take the advice of Department Heads seriously. They are not micromanagers. They make decisions that are best for the overall organization and explain the decision to those who disagree or are disappointed by the decision. It is my opinion that most of the staff is overworked, underpaid, and underappreciated. Most of the staff want the Town Manager to know what they are doing for the Town. A Town Manager should have a way of connecting with the staff and empathizing with the concerns. This knowledge should be used to make decisions that positively affect staff. These decisions may not always be the most financially beneficial to the Town, but the Town cannot properly function with a disgruntled staff. The next Town Manager will need to have the skill to retain employees and recruit new employees. They will need the skills to work with the HR Director, the Personnel Committee, the Department Heads, and the staff on all matters related to the Salary Administration Plan and labor unions. Untortunately, I am unable to attend, but I would uke to share my thoughts on the qualities I believe are essential for our next Town Manager. Losing Heather Lemieux has undoubtedly been a significant challenge for our town. In these turbulent times, this change adds another layer of complexity to our situation. It is essential that we support our new Town Manager with respect and allow she or he to perform their duties effectively, with the full backing of the Selectboard. To ensure our new Town Manager is successful, the following qualities are crucial: 1. Strong Leadership: The ability to inspire and guide the team, making informed decisions and setting a positive example for others. 2. Ethics, Integrity, and Fairness: Upholding high moral standards and treating all individuals with fairness and honesty, fostering trust within the community and the workforce. 3. Effective Communication: Clear and open communication with both employees and the public, ensuring transparency and understanding in all interactions. 4. Conflict Resolution Skills: The capability to address and resolve conflicts constructively, ===PAGE 5=== Sent: Fri, Aug 16, 2024 at 12:25 PM Subject: Fw: [External] Dept Head Letter Annie M. Community Paradigm provided an overview of the interviews conducted for the profile and presented to the committee the draft Position Statement (emailed last week). A discussion ensued about the Ideal Candidates section. Beardmore questioned the order of the list. Petrin stated it is not in any prioritized order. The committee reiterated the need for the "soft skills" eg leadership, communication Alonzo asked that the language about attracting and retaining employees clarify that it is not unique to Lunenburg, Murphy asked that we require candidates to provide a written project and make a presentation. Petrin suggested that for the interviewees it be something they have done before, and it be limited to a few minutes. It was agreed all would like to see the candidate's presentation skills. The position statement was approved unanimously. Petrin stated it would be placed with MMA tomorrow and mailed to a list they have of town managers, administrators and department heads in other towns, Dates and agendas moving forward were agreed as follows: November 18* 7pm to review all applications and to sort into 3 tiers Dec, 11" and 12" at 6pm to interview, preferably up to 6 candidates (3 each night) Community Paradigm will conduct the initial interview, with committee members engaging in follow-up After a Motion, the meeting was adjourned at 7:17pm.
